After working more than ten years there, he was appointed as the General Counsel for the Director of the CIA in 2034. There, he worked hard to ensure the CIA was ethical, and ensured that it was modernized to be able to deal with modern threats.

However, after his turn of being the CIA General Counsel ended, he felt as if he had achieved everything he could from the agency. So, in 2038 he was appointed to the Senate by a close friend, Governor Brandon Hillmaker.
After being appointed to the Senate, Owen (with encouragement from the Governor) ran for Vice Chairman of the Missouri Republican Party, winning it unopposed. After which, he won his primary to certify his senatorial appointment and won without opposition. He won his election without opposition.
